SA VlagThis section from the annual South African Monitor Report of February 2018 comprises information on the transition from a flawed democracy to a hybrid regime, drivers of a hybrid regime, ANC intolerance of dissenting views, ANC politics “eats the state”, neopatrimonial factions competing for spoils, party-state separation, cadre deployment and patronage, patronage politics, reshaping markets and the democratic playing field and smears of racism against political opponents or economic rivals.  In a section on new State President Cyril Ramaphosa the focus is on the renewing of the hybrid regime, politics of mirrors and the circulation of elites, security agencies repositioning themselves, partisan law enforcement actions, weakened democratic institutions and strong government intervention in the economy.
